Is the marriage valid if the man has not given the woman the wali promised.?

If a man and woman do a nikar and the man does not have the money in order to pay the woman her wali. So the Iman does the nikar in order that he gives the money after. After months has gone the husband does not put it as importance to give the wali and the wife agrees because they have more important bills to be payed and even the wife ends up leaning her money to her husband becasue of the bills. Surely the marriage is still valid because they are both in agreement and working together to deal with the finaces?????
