Please help! Luggage transfer problem between Cathay pacific and Singapore airlines in Singapore?

it is not uncommon for lussage to be transfered between 2 different airlines. BUT if you have (for example) a 60 minute layover and your first flight comes in 30 minutes late, your bags might not make the transfer.
